To display the RUN command on the Start menu, we will use the features of Windows, group policy editor. The steps are following :
First, click Start>> Command Prompt>> and then type "cd .." (without the quotes) several times until a C> (read: C prompt)

Second, at the C prompt type gpedit.msc and wait a moment while the group policy editor.
Third, click User Configuration\Administrative Templates\Start Menu and Taskbar\
Fourth, then move on the right panel, double click the Add the Run Command At The Start Menu "until such a window will appear below.
Fifth, and then select enabled
Sixth, and then click OK or Apply
Seventh, then close the window gpedit
Eighth, finished
Now, make sure the command Run (Run Command) has appeared on the Start Menu.
